But, one of the independent sites linking in sends it a consistent stream of 7 visitors day too…

Life is Good With Traffic Lights

The red traffic light is the simplest of instruction in our life. As soon as you see it, the body reacts automatically. There are many types of traffic lights to guide cars and pedestrians on the road. But can you find such signals within you to guide you through the journey of life? It’s a feel-good article.

I was speeding towards a crossing trying to beat the green traffic light. But the lights changed and the red light stared at my face. I slammed the breaks and stopped the car. A fast car sped from left to right. If i had not stopped, I would have surely been hit by that car. My heart raced. Fortunately there was no other car at the back to hit me from behind as i came abruptly to a halt. As i regained my composure, I reflected on the event. I thanked the red light for stopping me just in time.

What would the world be like without the red light? It would be in complete chaos. The simple invention has brought so much order and safety to the civilized World! I decided to probe the internet for the origin and history of the humble traffic light.

I found that the traffic lights were an invention of a Railway engineer JP Knight who first fitted his red/green gas-light traffic signal at the top of Parliament Square in London as far back as in 1868! In the us of A, William Potts, a police officer in Detroit put up the first electric traffic lights in 1920! And it was 12 years later in 1932 that London got its first set of modern traffic lights.

The traffic lights were meant to allow right of way to the vehicular traffic alternately to different directions. The simple system gave a cue to the drivers when to stop and when to proceed. But in places where the traffic was heavy, the pedestrians found it difficult to cross. The crossing paths across road junctions were painted in black and white stripes for the pedestrians to walk. On this strip, called the Zebra Crossing, the vehicles had to stop to give right of way to the walkers. But where the pedestrians were numerous they had a time slot of their own with “Walk” / “Don’t Walk” lights at pedestrian crossings.

Soon there were many innovations for the pedestrian crossing signals. In England, they were known after the names of birds! Where the pedestrians were infrequent they could activate the “Walk” sign by pressing a button. This was named a “Pelican” crossing for the lights mounted on the opposite side of the road and “Puffin” crossing where the lights were mounted on the same side of the road. To facilitate cyclists along with pedestrians, a “Toucan” crossing was introduced. The horse riders were also not left behind; they had the facility of the “Pegasus” crossing which had a button placed high up on a pole for the rider to press!

Sometimes when there not a single car anywhere in sight, the red light seems like a tyrant bullying you to wait for no reason. Should we become slaves of such idiot machines? But this too is changing as the controllers of traffic lights are being programmed with sensors to make the green light come on faster when there is a dearth of traffic. The lights give the drivers a false sense of security and they speed up their vehicles through the green light. This is dangerous on sparse traffic conditions as there may be a driver on the cross road who impatiently jumps the red light and causes an accident.

Traffic lights could be oppressive in crowded conditions as well. In very crowded areas like a hustling and bustling city centre, the traffic is always slow and the traffic lights are a real nuisance. The lights hinder traffic more than facilitate it. Traffic planners are realizing that it may be better to restore the traffic management to humans. In some traffic conditions the eye contact between the drivers and the pedestrians may be a better way of giving way to one another. This is proved in the Dutch town of Drachten where in 2004, the road signs and traffic lights were taken down as a part of ‘Naked Street’ experiment. Natural cautious negotiation between the motorists, cyclists and the walkers govern the streets and the number of accidents has reduced remarkably!

The new awakening has found its roots in England too! The council of Kensington and Chelsea was the first to remove traffic lights to forge modern ‘shared streetscapes’ where eye contact between motorists and simple common sense can do away with a ‘clutter’ of bollards and barriers, traffic lights, street signs, and speed cameras. The council has succeeded in turning the Exhibition Road into an open ‘naked street’ for cars and pedestrians by ‘decluttering’ of the Kensington High street. They have pulled down the railings, removed the curbs and signs. They have however added bicycle islands and mini-roundabouts. The result is vastly reduced accidents! It shows that there is a built in regulator within us.

But for most of the roads with moderate traffic and without many pedestrians, the traffic lights will reign for a long time to come. The red light tells you to stop. It is the simplest form of instruction. I wish there were many more red lights in other forms of human activity. I wish there was a red light to signal a stop to those who have had a drink too many!

As a traffic ticket attorney, I have seen too many instances where drivers have gotten traffic tickets when they weren’t even moving. Additionally, the knowledge that these cameras are the livelihood of private companies who have a major financial interest in advocating their use bolsters my skepticism.

Although the constitutionality of using these red light traffic cameras has been challenged in the court systems ever since their inception, recent news gives drivers, and traffic ticket attorneys, hope that they may be on their way out. On October 15, a three-judge panel for the Fourth District Court of Appeals denied the appeal of the City of Hollywood to have an earlier decision overturned. The previous matter supported Eric Arem’s claim that the issuance of citations by a private company is not permissible under Florida state law, which was then supported by the appeals panel reinforcing that state law does not permit private companies to issue traffic citations. Yet individual municipalities hire private companies, one Arizona-based company in particular, to install and maintain red light traffic ticket cameras. This results in a fiscally symbiotic relationship for both parties.

Drivers are surely elated at this development, but it does pave the way for many unanswered questions. Surely, one question that is in the forefront of most drivers’ minds is whether or not traffic tickets will still be issued in South Florida as a result of red light traffic cameras. It is not an easy question to answer because, although some towns have done away with traffic cameras, this most recent ruling pertaining to Hollywood is not yet carved in stone. According to Hollywood spokesperson, Raelin Storey, there is still a possibility that there may be a rehearing or it can be appealed before the Florida Supreme Court.

“This case has the potential to impact a number of cities that contract with (#(… the Arizona company), ” Storey said. “If the administration of the program has to change dramatically, we would, of course, have to evaluate whether we can continue to afford to operate it. ”

The determination made by the appellate court ruling states, “Such outsourcing to a third-party… for red light camera violations is contrary to the plain wording of the Florida statutes. ” This “plain wording” provision prevents cities and municipalities from applying their own interpretation of law, thereby ensuring uniformity throughout the state in the application of traffic laws and the fines and penalties that arise from traffic violations.

This is far from the first time that the use of red light traffic cameras has been a matter of controversy. Back in June, a court ruled that several other Florida towns side-stepped Florida state law by the use of traffic light cameras prior to July 1, 2010 when the State Legislature approved the use of these cameras. The continued push to repeal or restrict the use of these cameras has met with resistance by those who support them and by safety studies being impeded in the State Legislature.

This recent ruling may have been aimed at Hollywood, but other towns such as Hallendale Beach and Hialeah have already done away with the unpopular red light traffic cameras. In light of all of this controversy, it’s not surprising to learn that many other cities are actively trying to circumvent similar issues from occurring. Additionally, the list of South Florida towns that are suspending the use of red light traffic cameras pending further action by the courts continues to grow.

“We have to be prudent, ” Palm Beach County Attorney Denise Nieman said regarding that county’s decision to temporarily suspend their traffic camera program.

Unfortunately for drivers, each city still gets to choose whether or not to use these traffic cameras. Although the argument for doing so is that they reduce accidents, the fine for committing a red light camera violation is $158. With over 900 traffic cameras installed in Florida, most of which are in South Florida, this practice has generated over 750, 000 traffic tickets and more than $119 million in fines.

A large portion of that revenue goes to the company that installs the cameras and generates the traffic tickets. This makes it obvious that this is more about being a profit-generating business than about any genuine interest in reducing accidents. After all, what better way to cover budgetary shortfalls than under the guise of concern for the public welfare? Of course, the private company’s website also touts how they are improving safety for the public’s own good, but you will be hard pressed to see anything posted there as to how lucrative this business has become for them.

In what would appear to be a frantic effort, the Arizona company that provides these traffic cameras to Hollywood claims that it can change the way they issue the traffic tickets. Why wouldn’t they scramble to come up with an alternative? In 2013 and 2014 alone, this particular company has gleaned a large percentage of roughly $28, 000, 000 that the State of Florida has paid to the traffic camera vendors.

Even though the debate regarding the legality and efficacy of traffic cameras continues to rage, no other precedent exists so this recent is ruling is now case law, at least for the time being. As such, it will hopefully pave the way for more municipalities to consider the legal ramifications of having the cameras installed and maintained. As long as they continue to be profitable, it’s likely that local governments will try to justify their existence. Eliminating the profit margin by doing away with third-party issued traffic tickets and fighting these erroneous traffic tickets in court are the best way to ensure a fairer playing field when red light traffic tickets are issued. In many cases, it is possible that refunds are due to motorists who have received red light traffic camera citations.

Construction Zone Traffic Laws

In order to prepare for increased motor traffic during the summer months, the state of Missouri has already started increasing levels of construction and maintenance road work.

There are several important traffic laws to reiterate to drivers to keep everyone safe during this construction season.

Making Merging Move Faster

Merging lanes of traffic on a highway or interstate can be very frustrating for drivers, especially during rush hours and in dense traffic areas. The best way to merge when the roadways are not busy is to merge into the open lane as soon as warning signs start to appear. However, in very congested traffic areas, it is much more efficient to merge in a zipper form at the destination of the merge area in order to reduce traffic build up.

Endangering a Highway Worker

The Highway Work Zone Law was implemented to regulate the crime of endangering a highway worker. If any person creates an offense that endangers a highway worker, but does not injure or take the life of the worker, a maximum fine of $1, 000 and four points will be added to the driver’s license.

If the highway worker is injured, the offender shall be fined a maximum of $5, 000 and have 12 points assessed to his or her license. However, if the offender takes the life of the highway worker, the offender shall be fined a maximum of $10, 000 and have 12 points assessed to his or her license.

Fines and Penalties

The Highway Work Zone Law also increased several of the most recurring offenses’ penalties in order to help protect highway workers. The law states that a person who is convicted more than once with a moving violation will be subject to a penalty of $75.

In addition, the law states that a fine of $300 can be assessed to any person with multiple charges of speeding or passing of another vehicle in any work zone with a worker present (

The 2012 “Move Over” law

In 2012, Missouri implemented a law that requires motorists to slow down or move into the other lane when coming upon any sort of parked emergency, law enforcement, or Missouri Department of Transportation vehicle.

This law helps protect both the workers in the parked vehicles as well as the people driving by as it significantly decreases the risk of an accident occurring.
